FIRST PART

Purpose, Scope, Basis and Definitions

Aim

Item 1 - (1) The purpose of this Regulation; Acıbadem Mehmet Ali Aydınlar University Rare Diseases and Orphan Medicines Application and Research Center aims to regulate the procedures and principles related to the field of activity and management.

Scope

Item 2 - (1) This Regulation; Acıbadem Mehmet Ali Aydınlar University Rare Diseases and Orphan Medicines Application and Research Center aims, areas of activity, governing bodies, duties and working principles of the governing bodies.

Basis

Item 3- (1) This Regulation; Prepared on the basis of the subparagraph (2) and subparagraph 14 (d) of the first paragraph of Article 7 of the Higher Education Law dated 25/11/1981 and numbered 2547.

Definitions

Item 4 - (1) Refers;

a) Center: Acıbadem Mehmet Ali Aydınlar University Rare Diseases and Orphan Medicine Application and Research Center,

b) Central Advisory Board: Advisory Board of the Center,

c) Director of the Center: Director of the Center,

d) Central Executive Board: The Executive Board of the Center,

d) Rector: Acıbadem Mehmet Ali Aydınlar University Rector,

e) Senate: Acıbadem Mehmet Ali Aydınlar University Senate,

f) University: Acıbadem Mehmet Ali Aydınlar University.

Aims and Areas of Activity

Aims of the Center

Item 5 - (1) The aims of the Center in rare diseases and orphan medicines which are a common health problem arising from common difficulties arising from the difficulties of diagnosis and treatment process and lack of knowledge are:

a) To provide the environment for conducting all kinds of education and training programs, courses, seminars, certificate programs and activities.

b) To ensure cooperation between the University and the public, private sector, industry and other non-governmental organizations that provide services in this field.

c) To provide services based on the principles of creating knowledge and data accumulation and sharing it with public institutions and other related organizations.

d) National and international cooperation and development in the global knowledge network and mediates this experience by taking part regarding his transfer to Turkey.

d) To cooperate for the use of the current databases in rare diseases and orphan drugs as Turkish sources, to provide data collection and to take part in research projects.

Areas of activity

Item 6 - (1) Areas of activity of the Center are; to provide consultancy and training services to the public, non-governmental or private sectors in the areas they need, to publish all kinds of programs, to organize training programs, courses, seminars, conferences and similar activities at local, regional, national and international level, and to organize these activities with other national and international centers. To coordinate and promote the University's facilities in these areas.

THIRD PART

Administrative Bodies and Duties of the Center

Administrative bodies of the center

Item 7 - (1) The governing bodies of the Center are as follows:

a) Director of the Center,

b) Central Executive Board,

c) Central Advisory Board.

Center Manager

Item 8 - (1) The Director of the Center; He is appointed by the Rector for three years from among the full-time faculty members of the University with special branches and experience in rare diseases and orphan drugs. The Center Director whose term of office has expired may be re-appointed for the following term. In cases where the Director of the Center cannot be in charge for over six months, his / her term ends. The Director of the Center submits to the Rector's approval to be appointed as the deputy director of two persons who are experienced in the activities of the Center among the faculty members to assist him in his studies. When the Director of the Center is not in charge, one of his assistants will act in his place.

Duties of the Center Director

Item 9 - (1) The duties of the Central Director are:

a) To represent the Center.

b) To implement the decisions and work program of the Central Executive Board.

c) To manage for central purposes.

d) To ensure coordination regarding the programs and activities implemented.

d) To prepare the annual activity report of the Center and the work program for the following year and submit it to the Rectorate for approval after receiving the opinion of the Central Executive Board.

e) To chair the Central Executive Board and the Central Advisory Board.

Central Executive Board

Item 10 - (1) The Central Executive Board; The Center Director is composed of three members appointed by the Rector from among the assistant directors / assistants and University faculty members active for the Center. The term of office of the members of the Central Executive Committee is three years. Members whose term of office has expired may be re-appointed. The members who leave before the end of the term are replaced by new ones by the same procedure.

(2) The Central Board of Directors shall convene at least once a month with the absolute majority of its members upon the invitation of the Central Director and decisions shall be taken by majority vote.

Duties of the Central Executive Board

Item 11 - (1) The duties of the Central Executive Board are:

a) Determining the principles on how the activities of the Center shall be carried out.

b) To ensure, evaluate and approve the preparation and implementation of the annual program and three-year strategic plan, and to decide on the works and transactions related to the resources of the Center.

c) To evaluate and approve research, consultancy, projects, publications and national and international congresses, summits, conferences, seminars and training programs.

d) To evaluate and approve the process for working cooperation with national and international institutions and organizations.

d) To establish program coordinators and working groups on issues related to the activities of the Center and to organize their activities.

e) Constructing, preparing and conducting processes, workflows, job descriptions, performance data, and working procedures and principles, and evaluating and deciding on areas of activity.

f) To prepare proposals to the Senate for the determination of the conditions for granting participation certificates, achievement certificates and similar documents at the end of conferences, seminars and course programs and other activities and training programs.

g) To perform other duties given by the University within the scope of Law No. 2547 for the purposes of the Center.

Central Advisory Board and its duties

Item 12 - (1) Central Advisory Board; It comprises representatives of public and private sector institutions and organizations that may contribute to the activities of the Center, and at least eight persons proposed by all units affiliated to the University and appointed by the Rector. The term of office of the members of the Central Advisory Board is three years. Members whose term of office expires may be re-appointed to the Central Advisory Board. The member whose term is terminated for any reason shall be replaced by the same procedure. With the suggestion of the Director of the Center and the approval of the Central Advisory Board; Persons with knowledge and experience on the subject from outside the university may also attend the Central Advisory Board meetings to express their opinions. The Central Advisory Board convenes at least once a year upon the call of the Central Director. (2) Central Advisory Board; It advises the Central Executive Board on the training and research activities of the Center, reviews the activities of the Center, makes necessary recommendations on the related issues, evaluates the annual activity report, work program and training activities, gives opinions about the activities that have been done and is currently carried out, makes recommendations evaluate the program.

Miscellaneous and Final Provisions

Staff needs

Item 13 - (1) The academic, technical and administrative personnel needs of the Center shall be met by the personnel to be appointed by the Rector upon the proposal of the Director of the Center, in accordance with Article 13 of the Law no.

Expenditure authority

Item 14 - (1) The expenditure authority of the Center is the Rector. The Rector may delegate this authority to the Director of the Center.

Operation

Item 15 - (1) This Regulation shall enter force on the date of its publication.

Executive

Item16 - (1) This Regulation is executed by the Rector of Acıbadem Mehmet Ali Aydınlar University.
