Foreign students are admitted to the institutions of higher education in Turkey on condition that applicants fulfill the requirements for student admission determined by the relevant institution of higher education and approved by the Council of Higher Education.
Who Can Apply?
Students who have graduated from an institution equivalent to Turkish high schools or are in senior year of high school may apply to the undergraduate programs, if they fullfill one of the the following criteria:
- is a foreign national
- holds a foreign nationality, is a Turkish citizen by birth but by courtesy of the Ministry of Interior has ceased to be a Turkish citizen; or was registered as a minor on the document indicating that the parent has relinquished Turkish citizenship and who can certify that he/she holds an official document regarding the use of rights granted by Turkish Citizenship Law (According to Article 7 of the 5901 Turkish Citizenship Law, (1) “Children born to married Turkish parents, in Turkey or abroad, are considered as Turkish Citizens.” Applicants who apply from abroad should refer to the Turkish Citizenship Law)
- is a foreign national who has taken Turkish /dual citizenship within this context

a) is a Turkish citizen who started high school before 01/02/2013, completing the last three years of his/her high school education in a foreign country other than the Turkish Republic of Northern Cyprus (TRNC)including those who have completed their high school education in a Turkish high school in a foreign country other than TRNC)
b) the candidate who started high school after 01/02/2013 completing his/her entire high school education in a foreign country other than the Turkish Republic of Northern Cyprus (TRNC), (including those who have completed their high school education in a Turkish high school in a foreign country other than TRNC) may apply to foreign countries’ admission quotas -
is a TRNC citizen residing in TRNC, with a high school diploma from TRNC and has taken the GCE AL exam, or a TRNC citizen with a high school diploma from a country other than TRNC between 2005-2010 and has taken, or is planning to take, the GCE AL exam
Who cannot apply?
- have Turkish citizenship and have completed their entire high school education in Turkey or in TRNC
- have TRNC citizenship (excluding those with a high school diploma from TRNC and have taken the GCE AL exam or a TRNC citizen with a high school diploma from a country other than TRNC between 2005-2010 and have taken, or are planning to take, the GCE AL exam)
- have dual citizenship but whose first citizenship is Turkish as defined in Clause 2 of Article a (excluding those who satisfy conditions in Clause 4 of Article a)
- have TRNC citizenship as one of their dual nationalities (excluding those with a high school diploma from TRNC and have taken the GCE AL exam or a TRNC citizen with a high school diploma from a country other than TRNC between 2005-2010 and have taken, or are planning to take, the GCE AL exam)
- hold Turkish Nationality or were born into Turkish Nationality first but who also possess a second nationality according to Clause 2 of Article a , who have studied in the high schools belonging to Foreign Embassies or studied in international high schools in Turkey.
