National Health Programs
Acibadem University Health Policy Practices and Research Center organized the Fifth Sectoral Symposium, which was about “National Health Programs” at Acibadem University Kerem Aydinlar Campus, on March 31st, 2017, between 2:30 pm – 17:00 pm.
Some of the distinguished participants of the panel, which was chaired by Health Ministry Undersecretary Prof. Dr. Eyup Gumus, were Novartis Health Systems Director Dr. Bakhuti Shengelia, Turkish Public Health Organization Deputy Director Dr. Bekir Keskinkılıç, Istanbul Medipol University President Prof. Dr. Sabahattin Aydın and Deloitte Belgium Health Economy Advisor Dr. Ömer Saka.
In his presentation titled “Pharmaceutical Industry’s Contribution to Value-based Healthcare”, Novartis Health Systems Director Dr. Bakhuti Shengelia indicated that the health sector, which has been a lavish squanderer globally until today, is now cost-consciously moving towards result-oriented healthcare services, due to progressively aging world population; As he also talked about the reflection of value-based health approach to pharmaceutical industry and the obstacles standing in front of the probable contribution by the industry, which should be overcome.
In his presentation titled “Vision in Public Health Services By the Glance of National Health Systems”, Turkish Public Health Organization Deputy Director and Acibadem University Health Policy Practice and Research Center Advisory Board Member Dr. Bekir Keskinkılıç, who was World Health Organization European Region Standing Committee Member during 2010 thru 2013, argued health systems concept by means of World Health Organization approach and talked about the issues that required some actions because of the country’s changing population and national disease burden and the studies that need to be done in regards to that in the second phase of “Transformation Program in Health”, by referring to performance criterias.
In his speech, Istanbul Medipol University President and Acibadem University Health Policy Practices and Research Center Advisory Board Member Prof. Dr. Sabahattin Aydın, who was Executive Board Member for World Health Organization during 2006 thru 2009, stated that there were health policies behind every health program, yet he also indicated that health policy concept is a vague notion that extends from policy development to execution of well-accepted health policies in health sector and that it was affected by several factors; moreover he added that it was why there is hardship in determining the margins during the preparation of a health program.
In his presentation titled “Value-based Healthcare”, Deloitte Belgium Health Economy Advisor Dr. Ömer Saka stated that “There is deviation from process to result in health services presentations, value-based health practices are similar to standard service presentation models but there is a necessity for a versatile approach which consists of varied critical components” and he continued by explaining how to utilize a study – giving the example of ‘Eye Health’ study that was prepared by Deloitte for Novartis and Alcon – as an input in the developement of a national health program.
On the 5th Sectoral Symposium which was titled “National Health Programs” a copy of The Lancet Journal’s October 2016 edition, which contained the article titled “2015 Global Disease Burden Study”, was distributed to the participants, by the contribution of author Dr. Mete Şaylan.
Following the presentations of the panelists, the symposium continued with Q and A and closed with Center Director Assc. Prof. Haluk Özsari’s “Certificate of Appreciation” document presentation to the panel moderator and the panelists.
